Jeffrey Fischer
Director of Acquisition
Retired Colonel Jeff Fischer served 30-years in the U.S. Air Force with seven combat tours in Iraq, Afghanistan and the Balkans. He flew both the Air Force's EC-130H Compass Call and the EA-6B Prowler while on a joint exchange with the US Navy; seeing considerable combat time in both airframes.
Jeff’s staff assignments include tours at the Pentagon, in Requirements and Programming. Jeff’s last three assignments were in Europe where he was diplomatically assigned to U.S. Embassies in Austria and Kosovo. Jeff final assignment was a senior position at NATO Special Operations Headquarters in Mons, Belgium.
Post military, Jeff was elected to the Association of Old Crows Senior Board, the world’s largest EW organization. He’s also published several novels as well as international security articles in BBC, The Hill, Politico, Newsweek, The Kyiv Post, and others. While living in Europe, Jeff founded a European based non profit (Shelter2Service) for shelter animals and disabled US/NATO vets.


Tim Orr
Assessment and Advisor
Major General (Ret.) Tim Orr served 43 years in the U.S. National Guard in both military and civilian capacities. He brings extensive experience working with elected and appointed officials at the highest levels of government, including the White House, the Department of Defense, federal agencies, state and local governments, and the National Guard Bureau. Notably, he served as The Adjutant General of the Iowa National Guard, where in 2011 he established Iowa’s first State Partnership Program with Kosovo and in 2014 created the Home Base Iowa initiative to recruit veterans and their families leaving active duty back to Iowa for education and employment.
Currently, serves as the Executive Director of the Adjutants General Association of the United States (AGAUS), representing the 54 Adjutants General and leading strategic engagement with Congress, the Department of Defense, and the National Guard Bureau. Tim is also a Senior Advisor with The Roosevelt Group, and was appointed an Honorary Member of the American Chamber of Commerce in Kosovo in June 2025.
Tim holds a Master’s Degree in Higher Education from Iowa State University, a Master’s Degree in Strategic Studies from the United States Army War College, and a Bachelor’s Degree from Drake University.
Colin Kilrain
Assessment and Advisor
Retired Vice Adm. Colin Kilrain served 38 years in the US Navy with operational assignments to include Naval Special Warfare, Joint Special Operations Command, a Personal Exchange Program with the German Navy Kampschwimmer Kompanie (SEALS) in Eckenförde. His service overseas includes numerous deployments across five continents in support of contingency and named operations, commanding in both Iraq and Afghanistan.
His staff assignments include duty as operations officer for Special Operations Command South (SOCSOUTH) in Panama; operations officer for State Department's Office of Counterterrorism and as senior defense officer at the U.S. Embassy in Mexico City, Mexico and Commander, NATO Special Operations Headquarters. He also served as the senior military advisor to the Director of the CIA.
Currently, Colin sits on the Constellis Board of Directors


Anthony Genatempo
Assessment and Advisor
Major General (Ret.) Anthony Genatempo served 34 years in the U.S. Air Force, leading some of the nation’s most complex modernization and innovation efforts. His senior leadership roles included Program Executive Officer for Cyber & Networks, Commander of the Air Force Nuclear Weapons Center, and Air Force PEO for Weapons — positions that placed him at the forefront of advanced weapons development, and enterprise technology modernization.
Throughout his career, Anthony oversaw initiatives critical to national defense such as advancing next-generation weapons, and modernizing the Air and Space Force’s global IT and communications infrastructure. He built coalitions across the Department of Defense, industry, education, and international partners to deliver transformational technologies at scale.
Recognized as a forward-leaning leader, Anthony championed the integration of artificial intelligence into defense acquisition practices, transforming how the Air Force adopts emerging technologies. He holds a Master’s in National Resource Strategy from the Eisenhower School, an MBA from Wright State University in Project Management, and a Bachelor’s in Physics from Rutgers University.
